The World Health Organization (WHO) releases regular statistics about blindness and eye diseases at a global scale. According to this data, every year, the number of affected people rises at an alarming rate. In fact, one person in the world goes blind every 5 seconds.
In response to these alarming statistics, His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice-President, Prime Minister of the United Arab Emirates and Ruler of Dubai launched the “Noor Dubai Initiative” on September 3, 2008. Noor Dubai started as an international charitable initiative for the prevention and treatment of blindness and low vision.
“This is an ambitious initiative which aims to deliver preventive eye care to over 1 million people as part of its drive to realize its vision of a world free from curable forms of blindness. His Highness Sheikh Mohammed bin Rashid Al Maktoum was born in 1949 in Dubai. He is the third of the late Sheikh Rashid bin Saeed Al Maktoum’s sons. He received his military training at Mons Officer Cadet School in England and then went to Scotland to complete his studies before returning to Dubai to follow up his education.
His Highness is the Vice-President and Prime Minister of the United Arab Emirates and the Ruler of Dubai. He is known for his wise leadership, sharp vision and open mind. These traits have helped shaping the new Dubai and gained him the love of the people.
Sheikh Mohammed is an accomplished player of tennis and football, but equestrianism is his true sporting passion and he has won numerous horse races all over the world. He established Godolphin stables in 1994 and Dubai World Cup, the world’s richest horse race in 1996.
Poetry is very special for Sheikh Mohammed. He began composing poems while he was still at school and he is one of the distinguished Nabati poets whose poetry is read all over the Arab World. His Highness has summed up his vision in leadership and in life in general in his book My vision – Challenges in the Race for Excellence first published in 2006.
The helping hands of His Highness do not recognize geographical boundaries and the examples are countless. Two of these examples are the “Dubai Cares” initiative which, since its launch in September 2007, helped more than 4 million people in different countries around the world, and “Noor Dubai” launched in September 2008 to help people who lost their sight or are threatened to lose their sight around the world.
The establishment of the Mohammed bin Rashid Al Maktoum Foundation is part of Sheikh Mohammed’s overall vision which includes empowering young leaders and future generations in the Arab World with the necessary knowledge and education to meet the challenges faced by their societies. The Foundation was launched with an endowment of AED 37 billion (US $10 billion), as a personal initiative by His Highness at the World Economic Forum on the Middle East 2007, held in Jordan.

This project was initiated with the inauguration of the Thalassemia Screening Laboratory at the premises of the Dubai Women College (March 28, 2007), by His Highness Sheikh Mohammed Bin Rashid Al Maktoum, the UAE Vice President, Prime Minister and Ruler of Dubai. This inauguration was attended by several dignitaries that included H.H. Sheikh Nahyan Bin Mubarak Al Nahyan, Minister of Education, UAE.
So far, we are pleased to inform you that several organizations have extended their support to UAEGDA and find this work both rewarding and gratifying.

Since the “human being” is the core of the leadership concern which is always based on the construction of the state and the community and in seek to enhance and develop its capabilities, the United Arab Emirates extends all efforts persistently for the aim of realizing the requirements of stability, development and care to cover and include all community sectors and constituents, which in turn would minimize the severity of challenges, perils, and difficulties during the stages of human being promotion and development since childhood. This methodology, however, in our dear country complies with the original values prevail in our community which in turn reflected the true vision of the sublime leadership in extending hands of help to all country citizens.
From this idea, the decree of establishing the “Awqaf and Minors Affairs Foundation” in Dubai in the year 2004 during the reign of Late HH Shaikh Maktoum bin Rashid Al-Maktoum, and hence with the expansion of the Foundation affairs, HH Shaikh Mohammed bin Rashid Al-Maktoum, Vice President, Prime Minister and Ruler of Dubai issued the Law No. 9 of the year 2007 in regards of organizing the affairs of the Foundation, represented in our own vision: “Qualified Minor and Growing Endowment”. Our mission is: “Through a contemporary Islamic Perspective, we work on developing the endowment, caring, qualifying and empowering every minor”.
The Foundation, however, aims through its work done on embodying the minors, caring of their funds, investing them well and in caring of them socially, as well as their qualification and empowerment so as to help effectively in developing the endowment through a contemporary Islamic Perspective, by and through urging and encouraging those doers of charity, on reviving and enriching this very positive alms, with the intensive eye on enhancing the concept of social solidarity which in turn will ensure relatedness amongst all community individuals, create the mercy and likeness amongst them. And, here appears the role of endowment which is actually considered a long-term charitable investment that extends to consecutive generations, and will develop the human resources as well as the financial resources, and will also merge all financial and economic powers in the community through endowment attraction processes. We do praise to Almighty, Allah, that this work will be in favor of your good deeds and may Allah bless you for the good of the nation.

More Details

The Awqaf & Minors Affairs Foundation will be dedicated to the legal supervision over the Awqaf, its care & investment as well as it will be responsible for managing & spending its funds & revenues within the limits of the conditions of the donator to achieve the Sharia purposes. It also takes, within the limits of this law, pursuant to provisions of Islamic Sharia, the procedures necessary to protect the funds of the Minors, disqualified, lost persons and to care for their affairs.
The guardianship of the Foundation shall be ceased once the Minors attains 21 full calendar years old, with legal capacity otherwise the court ordered the guardianship shall continue upon the request of the Foundation or the concerned bodies as well as the guardianship shall be terminated upon the death of the Minors or upon the return of the legal guardianship of the father. The guardianship of the Foundation shall be terminated for the interdicted persons by lifting the interdiction by virtue of an order from the competent court. The foundation should delver the funds to the concerned persons within a period not later than three months of the date of request for delivering the funds under a delivery minute, signed by the General Secretary and the concerned persons.
